How to make it

Start with the largest foam circle, place on top of cake platter
Pin Ribbon around base
Cover outside with Dum Dums
Glue second largest foam circle on top and repeat steps two and three
Repeat until all foam circles are used.
Cover top foam circle with unwrapped Dum Dums of your choice and candles
Light candles and sing happy birthday!
